Tongues and Prophecy in the Assembly
Understanding 1Corinthians 14

27 And if a man should speak in a tongue, let two speak, and at the most, three. And let them speak one by one, and let that one, interpret.
28 And if he is not one to interpret, let him who speaks in a tongue keep silent in the
assembly, and in the midst of these, let him speak: to his nefesh and to Eloah.
29 And let the prophets speak, two or three, and let the rest discern.
30 And if [something] is revealed to another while he sits: let the first be silent.
31 For all of you can prophesy one by one: so that every man may learn, and every man
may be comforted.
32 For the spirit of the prophets is subject to the prophets:
33 Because Eloah is not of confusion, but of shalom, as in all the assemblies of the Set-Apart-Ones.
34 Let your wives be silent in the assembly: for they are not allowed to speak, but [are] to be subject as even the Torah says.
(1Cor. 14:27-34 HRV)

This entire chapter of 1Corinthians deals with the speaking of tongues and with prophecing in the "Assembly". Charismatic and Pentecostal Christians have wrongly concluded that the "Assembly" referred to here is that of a local congregational meeting. That is not what is described here. The first centurly Nazarenes had a regimented liturgical meeting, not one with an open floor to the audiance (like a modern Penecostal Meeting).

The phrases "if a man should speak in a tongue, let two speak, and at the most, three" (14:27) "...let the prophets speak, two or three, and let the rest discern..." (14:31) is a clear reference to the Torah:

...At the mouth of two witnesses,
or at the mouth of three witnesses,
shall a matter be established.
(Deut. 19:25b HRV)

Therefore the "Assembly" in question is the "judges that shall be in those days" (Deut. 19:17). In other words the reference here is not to a local "church" but to the Beit Din. If one has a prophecy to bring to the body, they must first submit their prophecy to the Assembly with two or three other Prophets agreeing with their prophecy. Likewise if one has a message in a tongue, one must also submit it to the Beit Din with one or two agreeing witnesses, and with the one giving the message in a tongue interpreting:

27 And if a man should speak in a tongue, let two speak, and at the most, three. And let them speak one by one, and let that one, interpret.
(1Cor. 14:27)

If the one giving the tongue, does not also have an interpretation, he should keep silent and keep it to himself:

28 And if he is not one to interpret, let him who speaks in a tongue keep silent in the
assembly, and in the midst of these, let him speak: to his nefesh and to Eloah.
(1 Cor. 14:28 HRV)

"For the spirit of the prophets is subject to the prophets" (14:32) therefore "...let everything be [done] with decency and order" (14:40).

Thus if one has a tongue and/or prophecy for the body, they must first take that message to the Beit Din and submit it to the discernment of the Elders first, and only then may he bring it to the body.
